As of September 15th, 2002, Federal
regulations require any person operating a powered vessel of less
than 4 meters in length, to have a Pleasure Craft Operator's Card.
That is potentially as many as 3.5 million Canadian boaters!
| Already, any person born
after April 1, 1983 needs a Card to operate a powered vessel
and by September 2009, every Canadian, of any age, will need a
